I to is vital that we should cooperate to resolve these difficulties. I am very conscious that there is not much time before the Basic Law Drafting Committee meets in plenary session on 12 February. I should therefore like to send one of my senior officials, Mr Robin McLaren, to Beijing to discuss these matters in detail. He would be ready to travel in time for meetings in the week beginning 5 February, or even earlier if you thought that helpful.
