You say that LegCo cannot be absolved from the

responsibility of deciding on the future

constitutional arrangements for Hong Kong. But how can they be expected to do so if half the story is hidden from them in confidential exchanges?

Plain from exchanges that there are no secret deals so do not accept your premise. Nor will

there be any secret deals. The Governor has kept LegCo fully in the picture both before and after his visit to Peking. Indeed he has been criticised by some, including Legco members, for not discussing his proposals in secret with

China first.
