Many thanks for your minute of 27 October. I am grateful to you for giving priority to the paper on the Basic Law. think the events of last week illustrate the operational need for a guide to the main subjects discussed with the Chinese. I am happy that this should not be nearly as full as the concordance to the Joint Declaration negotiations. The key point is that all the main subject areas covered in the negotiations should be flagged up.

The suggestion in your para 2 of a list of exchanges of Ministerial correspondence with subjects is a good one. It would have been very handy to have had this in the summer when we were considering the electoral arrangements. A chronology would also be helpful. But the annotated list of exchanges between Ministers is, I think, the most urgent requirement.
