present principles of confidentiality and collective responsibility, in our view, have been too rigidly applied to Executive Councillors So that they constitute unacceptable barriers to directly elected legislators and community leaders with clear party platforms who might otherwise be prepared join it and render their service to the better administration Hong Kong. Meeting Point is of the opinion that the question Executive Council being the government of Hong Kong does arise within the present constitutional structure, and being Executive Council does not need to adopt a practice of collective responsibility as vigorous and as extensive as that normally applicable to a government cabinet. While maintaining the importance of some shared responsibility and leadership among members of the Executive Council, and indeed between the Administration and the Legislative Council, we believe that any notion of collective responsibility should be interpreted with an open mind and far-sightedness, so that a stronger Executive Council can be put in place in Hong Kong during this very critical period in the run-up to 1997.

Also important is increasing the representativeness and transparency of the entire advisory system. It is only through open debate that the public can be able to participate and monitor public policy making.

We have always advocated the appointment of people from a wider spectrum of the community onto major advisory bodies and committees. The existing membership of such advisory bodies comes from too narrow a background and, as such, does not help encourage greater public participation. A firmer commitment to root the Administration on wider community involvement and support needs to be made if the British government is to honour

its promise of preparing Hong Kong people for self-government after 1997.
