Major Issues in the Transitional Period

Introduction
Hong
Excellency's governorship,
1. In the next five years of Your Hong
Kong is going to face many challenges both as a result of changes to its socio-economic structure and in preparation for smooth transition in July 1997 when Hong Kong becomes a Special Administrative Region of the People's Republic of China.
2. As a political group which commits itself to the long-term betterment of Hong Kong, Meeting Point would like to outline some of our major concerns in the following paragraphs.
System of Government
3. In your inauguration speech as Governor of Hong Kong, you emphasised that your governorship will be open and accessible. You also mentioned that in the next couple of months you would explore
the meaning of the executive-led government and how it can be made
the accountable to the legislature in
Hong Kong context. We
of agree with you on the importance
building a system of effective and responsible government that will work its way to 1997 and beyond. In so doing, it should inevitably mean a democratisation of the entire policy making process to enhance public participation and to strengthen the role of the legislature in checking and monitoring of the executive to ensure proper accountability.
Relationship Between the Executive and the Legislature

Meeting Point gives its full support to the development of a more open and democratic government in Hong Kong.
In previous discussions over the political development of Hong Kong, Meeting Point has consistently called for development toward a fully directly elected legislature. In May this year, legislators from Meeting Point joined hands with other directly elected members to write to Prime Minister Mr John Major to express our unified view that at least half of the Legislative Council should be open for democratic elections by 1995.

However, democracy involves not only the
legislature, but
also an open and accountable executive. Meeting Point has always held the view that a system of checks and balances between
executive and the legislature is fundamental to a responsive
