The Governor asked if some of the Advisory Committees should be wound-up and their work taken over by LegCo Committees. Mr. Cheung said that this depended. Some Committees had been created because there was no popular participation in LegCo. If LegCo had a proper Committee structure, they would not be needed. But a distinction had to be made between these Committees

Mr. Lo and ones which gave genuine professional advice. Chi-kin said that it was necessary to strengthen the LegCo Committee system and create a separate secretariat for LegCo.
