The Hong Kong Bill of Rights
Article 1
Entitlement to rights without distinction
(1) The rights recognized in this Bill of Rights shall be enjoyed without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.
(2) Men and women shall have an equal right to the enjoy- ment of all civil and political rights set forth in this Bill of Rights. { cf. ICCPr Arts. 2 & 3 }
Article 21
Right to participate in public life
Every permanent resident shall have the right and the opportunity, without any of the distinctions mentioned in article 1(1) and without unreasonable restrictions---
(a) to take part in the conduct of public affairs, directly or through freely chosen representatives;
(b) to vote and to be elected at genuine periodic elections which shall be universal and equal suffrage and shall be held by secret ballot, guaranteeing the free expression of the will of the electors;
(c) to have access, on general terms of equality, to public service in Hong Kong.

Exceptions and Savings
13 Executive and Legislative Councils
Article 21 does not require the establishment of an elected Executive or Legislative Council in Hong Kong.
