4. The balance of public and private sector health care provision
and cooperation between the two sectors needs review.
Housing
1. Government should aim to ensure that there is sufficient private and public housing to make homes available for all and a greater degree of home ownership should be encouraged. 2. We support the maintenance of the provision of Public Rental Housing, while expanding the scope of the Home Ownership Scheme.
in favour of the selling of Private Rental Housing to sitting tenants at prices within their means, while providing safeguards to prevent subsequent speculation in these units. 4. The land supply must be increased to enable the building of
more housing at reasonable prices.
5. The Government should adopt a flexible rental policy to ensure that the subsidy level for public rental housing is compatible with tenants means.
6. Legislation should be introduced to provide for a uniformity of standards in describing the size and facilities of private housing in all forms of publicity material.
Environment
environment
1. We will press strongly for a quicker pace of improvements in
legislation and monitoring to achieve a cleaner for everybody.
2. Environmental policy must embrace the concept that the
"polluter pays".
Our environmental and land policies must be developed as part of a South China regional framework and not solely within the Hong Kong territorial context.
4. Our country parks must be preserved in their natural state for the benefit of all the people of Hong Kong. We also seek to preserve Hong Kong's cultural heritage where possible.
5. Hong Kong must act more responsibly to minimise its contribution to world pollution and its consumption of non- renewable resources.
