Tsui expressed a low opinion of LU Ping and his
ability to manage Hong Kong problems effectively:
(a) He was a "greedy and aggressive official" by
determined to win the maximum

personal glory for himself that he was averse
to making .concessions, even those plainly in
Hong Kong's best interests; and, therefore,
(b) Negative
attitudes were likely to prevail
within the MFA and the HKMAO towards the
territory.
