THE OFFICIAL SECRETS ACT 1989 (HONG KONG) ORDER 1992

1. I attach a draft Order in Council extending the Official Secrets Act 1989 to Hong Kong and a draft submission to Mr Goodlad. If you find the draft Order acceptable, I would be most grateful if you would be kind enough to forward the draft Order to Mr Goodlad, the Minister responsible for Hong Kong matters. A copy of the

Act is attached.

You will notice that Hong Kong Government have accepted the definition of 'international relations' in respect of Hong Kong which you kindly suggested (see section 3 in Schedules 1 and 2 of the Order).
