The Secretary of State's letter of 3 June 1991 to the 17 Governor reduced substantially the number of posts the 'g''appointments and promotions'' to which required the approval 19 of the Secretary of State. The aim of this was primarily to 20 delegate to Hong Kong as many appointments and promotions as 21; possible and broadly to mirror the position in the Basic Law: 22 But it also recognised that the existing system had become a 23 rubber stamp and was inappropriate.
