I suggest that we should make clear that we wish Hong Kong to continue its existing practice as for the most senior posts and let us see their five year forecast. My view is that we should not push this one with Hong Kong. Are we really in the business of trying to tell Hong Kong whom it should promote? The answer is surely no: our interests, as far as it goes, is to watch the trends. If we see that Hong Kong appear to be favouring one group over another then we might wish to discuss the issue."
