HONG KONG: APPOINTMENT OF DIRECTOR OF AUDIT

1.

Lord Caithness agrees with the appointment of Mr Jenney as Director of Audit. However, he has commented that unless the Governor lets the locals into top jobs, they will never prove themselves.

The Minister

believes that there is always a good reason for not doing something and he thinks that the Governor is using that on this occasion. He agrees that we cannot second guess the Governor but he has asked that we should register surprise that Mr Li was made Deputy and is now being passed over.

2. Lord Caithness has asked what the next important appointment will be for which a local civil servant should be considered.
