I enclose a copy of a letter from the Director of Protocol, Hong Kong, about a commemorative medal to mark the 150th anniversary of the formation of the Royal Hong Kong Police Force on 1 May, 1994.

2. We are not aware of the quoted "precedent" of the medal to mark the centenary of the Royal Papua New Guinea Constabulary in 1988, which may have been simply a locally struck "souvenir" not intended to be worn.

3. Before we approach the Ceremonial Branch of the Cabinet Office about the procedures to be followed I should be grateful to have your views on Hong Kong's proposal.
