During Michael Stone's visit to Hong Kong in November, he left with the Chief Secretary's office a copy of Andrew Burns' minute of 1 November (further copy enclosed) setting out the background and plans of a Mr Munro to visit Hong Kong in February 1992. I understand that it was not possible for the Chief Secretary to discuss the visit with Michael when he was there.

As time is getting on, I wonder if the person who would deal with such a visit could get in contact with us to work up a programme and to arrange dates convenient to both sides.
