terrorist finance and taking steps to render them ineffective; and

identifying those individuals, businesses and organisations of

importance to terrorist finance, investigating them and providing

expert advice and assistance to others responsible for instituting

proceedings or taking further action, including enforcement action,

against such persons.

Methods and Sources

5. The TFU believes that, where terrorists are raising funds by

frauds within otherwise lawful commercial activities (such as the

construction industry), the only feasible long term solution is to

design stringent regulation schemes, and secure their implementation

and effective enforcement. The TFU became fully operational in

September 1989 and it has enjoyed considerable success in curbing

terrorist racketeering particularly in the fields of registered

clubs, fraud and smuggling. Far reaching legislative measures are

under consideration for the construction industry, taxis and gaming

machines.

Enforcement and Investigations

The Unit enjoys the complete confidence and support of the RUC

Chief Constable and senior officers in the RUC Special Branch and

Crime Branch, Box 500 and other Intelligence Agencies. It has

placed high priority on collating intelligence on individuals,
