COMMONWEALTH FRAUD OFFICER/COMMERCIAL CRIME UNIT

Thank you for your letter of 23 October: As it happens, I was about to write to you requesting reimbursement of the Hong Kong Government's share of British contributions to the costs of running the Secretariat's Commercial Crime Unit in FY 1991/92. It is not clear from your letter whether you are now proposing to discontinue contributing to costs or severing your Government's links with the Unit altogether? Perhaps you could clarify.

The Government of Hong Kong has contributed to the costs of the Unit since its inception in 1981. So far as I can see from the files, this has always been a voluntary arrangement and your Government is under no legal obligation. If however you are proposing to have no further dealings with the Unit, I would suggest that the obligation on the Government of Hong Kong towards Britain ceases as from now and not retrospectively. Perhaps you could confirm whether this is acceptable to your Government.

In the meantime, I am sending you herewith a copy of the Secretariat's letter of 7 October 1992 which provides the usual breakdown of the Unit's costs in FY 1991/92. The Hong Kong Government share of these costs would normally be 7%, ie one quarter of the 30% of funding provided by the British Government through the Secretariat's general budget. This amounts to £9187. Could you say whether the Government of Hong Kong is prepared to accept this charge? If so, I will arrange onward transmission of an invoice.
