the investment of triad monies in property, stocks and shares, and commodities. By means of third parties, triads can ensure that these are most difficult to trace, and, in cases other than dangerous drugs, no legislation is at present available to seize their assets.

Triad influence has permeated all sections of the community, from businessmen to schoolchildren, and the general public remains very concerned about the problem. Recent incidents in which large numbers of triads have been mobilized on the streets, especially in queues for the sale of new flats, has created the impression that triads regularly and overtly flaunt the law, and that they are immune from prosecution. Senior leading triads who have outwardly divorced themselves from the illegal activities taking place on the street are now involved in legitimate business enterprises. They have attained an air of respectability, and some are consciously seeking a high profile through regular contact with persons of importance in the community.

Apart from local expansion, their sphere of influence has now extended internationally with a triad presence in many other countries. This provides a network for criminal enterprises on a global scale.

In general, enforcement action has been hampered by the public's reluctance to identify themselves as witnesses and particularly, to give evidence in triad related cases. This stems not only from fear of subsequent retaliation and a sense of insecurity after the conclusion of the trial, but also from the somewhat pragmatic approach of Hong Kong businessmen who prefer to resolve the problem of extortion by way of compromise rather than by confrontation.
Measures Taken by Government

The Government's response in tackling the triad problem has so far concentrated on the areas of education, legislation and enforcement action.
