In your minute of 24 April 1992 to Mr Stone, you said that you would put in train the amendment to the Letters Patent required once Hong Kong had let us know their preference for the form of amendment to Article XVI. I attach previous papers. Incidentally, have you retained the annexes to Ms Ip's (Administration Wing) letter of 14 April to Mr Ricketts? They do not appear to be on our file.

Although the Hong Kong Government do not feel strongly one way or the other about the form that the amendment should take, they are content for us to revoke the existing Article XVI and replace it with the same wording as in the existing paragraph but prefaced by "(1)". This would then be followed by a second paragraph, as proposed by HKG in paragraph 10 of Ms Ip's letter of 14 April 1992. I believe so. On the question of timing, Hong Kong have clearly missed the opportunity to introduce the Judicial officers (Security of Tenure) Bill in the 1992 session . It might therefore be possible to combine the amendment to Article XVI with the amendment to Article XIV needed for the localisation of the Justice of the Peace (JP) system, as you had originally suggested in your minute of 24 April 1992 to me. like us to put this suggestion to Hong Kong?
