Thank you for your letter of 4 August to Mr Stone. One of our Legal Advisers is now preparing the necessary amendments to the Letters Patent and Colonial Regulations. Unfortunately the annexes to Ms Ip's letter of 14 April to Mr Ricketts

(reference CR 3/3222/88 (91) Pt. 2) are no longer on our file. With apologies, I should be grateful if you could send me another copy of these.

2. You may also know of the proposal to amend Article XIV of the Letters Patent to facilitate localisation of the JP system

(Hong Kong telno 1034 of 10 April 1992 and FCO telno 958 of 11 June 1992). We have previously suggested that it would be sensible to combine the two amendments to the Letters Patent

(Articles XIV and XVI) in one instrument. I should be grateful for your views on whether this would be convenient, as far as the timing of the introduction of the two Bills is concerned.

3. With regard to the localisation of the JP system, what form do you envisage the amendment to LP XIV taking? Would you be content with simply the deletion of ",Justice of the Peace"?
