The Governor has submitted for the Secretary of State's consideration the application of Mr Neville Sarony for appointment as Her Majesty's Counsel for Hong Kong.

2.

Mr Sarony seems an eminently suitable candidate. However, before we take the approval process any further, I should be grateful if you could clarify a small technical point.

3. If, as I presume, the date on page 2 of Mr Sarony's application form refers to his date of call to the English Bar, he is qualified to be appointed as a QC in England because he has been called to the English Bar for more than 10 years.

I should be grateful if you could confirm whether or not the Hong Kong Bar has a similar rule and if so, Mr Sarony's date of call to the Hong Kong Bar.
