The purpose of this letter is to seek

your agreement to amend the Letters Patent (LP), Colonial Regulations' (CR) and Disciplinary Proceedings (Colonial Regulations) Regulations (DP (CR) R) to enable the Judicial Officers (Security of Tenure) Bill at Annex A to be passed by the Legislative Council; and
your advice whether there is any objection to the Bill being put to the Executive Council and the Legislative Council.
purpose of the Bill is to provide magistrates judicial officers other than judges with security tenure similar to that enjoyed by judges. The background the Bill and the details of the proposed amendments to the LP, CRS, and DP (CR) Rs are set out below.
