Thank you for your minute of 13 August.

From your researches it would seem that the Limited Compensation Scheme was never approved by Ministers.

I wonder how many

officers in the Hong Kong Government have been dealt with under the Limited Compensation Scheme. Would it be possible to find out? I am not quite clear, as yet, what is the scope of the problem beyond, of course, the particular case of Mr Broadly. I will need to consider whether, if the Secretary of State approves and delegates his powers in respect of the Limited Compensation Scheme retrospectively, it would cause legal problems. I would be most grateful if you could be kind enough to attach all the relevant back papers including the Crown Solicitor's advice.
