AUTHORITY FOR RETIREMENT: LIMITED COMPENSATION SCHEME
1. I refer to your minute of 29 September to Mr Stone.

We have consulted Hong Kong about your proposals to add a new provision to the Colonial Regulations to supplement Section J (Retirement) with application to Hong Kong only, enabling an officer to be retired in the interests of localisation, constitutional change, the development of the public service and if circumstances exist which make it unreasonable for the officer to continue in the service. As you will see from their reply (copy attached), Hong Kong agree with this proposal, subject to revised wording of the final ground for compulsory retirement. I would be grateful if you could let me know as soon as possible whether you agree with this amendment.
3. In the meantime I will draft the necessary submission to the Secretary of State to give effect to this amendment. Please could you also let me know whether there is any special procedure for obtaining the Secretary of State's approval for changes to the Colonial Regulations ie should I set the amendment out on a separate sheet of paper which he would then sign?
