Once you have agreed that this draft regulation is acceptable, we will submit it to the Secretary of State for approval. Afterwards, we will need to submit to the Secretary of State again seeking his approval for the Governor to delegate the power to retire officers. I understand that you would like the Governor to be able to delegate this power to the Chief Secretary and the Secretary for the Civil Service. Please could you also let me know whether you would want these two persons to be set out in the approval to be given by the Secretary of State?
