Authority for Retirement: Limited Compensation Scheme

Thank you for your letter of 28 October.

I confirm that we consider the proposed addition to Colonial Regulations acceptable and should be grateful if you could proceed as soon as possible. The wording "unreasonable or undesirable" in Clause (ii) would cover Special Branch Compensation Scheme. I attach a copy of the latter as requested.

We originally thought it unnecessary to include the proposed clause (i) because if an officer is superseded under the LCS, he may retire voluntarily. On second thoughts however it would be best to include it as you propose.

On the question

of delegation, we would prefer that the Governor had the general authority to delegate as appropriate without naming any specific posts. These could vary as we approach 1997, particularly as regards the covert scheme. However we may need a power of delegation, similar to that in Regulation 54(5), to be included in Regulation 93.
