and the DS on their merits and on an equal basis;
(b) that Mr Goodlad should confirm that this is the position;
and
(c) that the Administration should consider ways of
encouraging any HMOCS officers who are appointed to posts in
DTs to make a long-term commitment, eg through transfer into
the DS or by longer contracts.

WIAD disagree: they consider that we should not regard our obligations to post HMOCS officers to DT appointments as equal to that of placing DS officers in those positions: they
wish to give priority to DS applications.
Background
CARIBBEAN DT MANAGEMENT

In June the Secretary of State accepted recommendations
from the Policy Advisory Board on how to strengthen policy and
management in our Caribbean DTS. He agreed that new
management arrangements were necessary, based on greater Ministerial supervision in Whitehall and an integrated
approach from the Diplomatic and Aid Wings. In addition extra
staff should be provided:
- to staff a new regional DTs' Secretariat headed by a DS4 officer, who would report jointly to the Diplomatic and Aid Wings; and
- to reinforce of Governor's offices with UK-based staff
officers and
to reinforce WIAD.

5. HM Overseas Civil Service was established in 1954 as
successor to the Colonial Service and other smaller services.
