a number of issues to be balanced here. Much turns on the

nature of our obligations, whatever they may be, towards

members of HMOCS and particularly on whether they are legal in character.

2.

I have no objection to a submission being prepared

for Ministers but it should be agreed with the

Administration and Legal Advisers as well as WIAD. Both

Mr Goodlad and Mr Lennox-Boyd will have an interest.

Depending on the nature of the recommendations, papers

should be submitted through me or Mrs Sutherland.
