check on the good character of applicants. The level to which this is carried out varies from Force to Force. It will be clearly be easier for them to check on individuals who have been at school or worked in the UK. But in principle, the Home Office and the Metropolitan Police Force have assured us that the fact that the parents of an applicant or the applicant himself have lived in Hong Kong will not disadvantage an application.
b) In the Home Civil Service, whilst most posts do not require security vetting, the majority of those at senior levels do. It should, however, be noted that only a very small number of posts at these senior levels are subject to open competition, most of them being filled internally. Security vetting is required for all posts in the Diplomatic Service, and most posts in the armed forces.
It is not possible to give general assurances about security clearance: every case is considered individually on its merits in the light of the information available. Where individuals live overseas, this information is currently obtained through security liaison contacts. For those living in Hong Kong, the information is obtained through the Special Branch of the RHKPF. Until 1997 this avenue will remain open. But after 1997, HMG will be unable to obtain reliable information. Hong Kong will therefore become like any other country where HMG does not have a security liaison.
