We are satisfied that equality of treatment for HMOCS applications is not incompatible with the decision to buil;d up a cadre of Diplomatic Service officers with experience of Dependent Territories. (In practice, however, PPD consider

that the steps they have taken to give young DS officers experience in WIAD, SAAD and the smaller DTS mean that DS officers should increasingly have more relevant experience than HMOCS officers and should prove stronger candidates in equal competition for DT posts. We shall see.)

PPD have pointed out that we could extend to eligible members of HMOCS the scheme through which members of the Home Civil Service can apply for inward transfer to the DS (a ceiling of 2 places at each of the grades DS9 to DS5): they could then be considered fairly and equally with all other applicants for inward transfer. This seems very reasonable, and it would be hard to justify HMOCS officers less favourably than Home Civil Servants, but we should check that the Governor sees no local objection before proceeding. We can build this in to our draft reply to his letter.
