Thank you for sending Mr Lamport a copy of your minute to Mr Baker of 25 Augúst on this subject.
2. I am sending a copy of this reply, together with a copy of your minute, to Mr Carter in PPD. My first comment is that, on this subject, PPD ought to take the lead, not only in the Administration but in the FCO as a whole.
3. My second comment is that PMD's responsibility to fill jobs is linked to its prime responsibility to employ DS staff. There are, against this general proposition, some jobs for which, for a variety of different reasons, we invariably or often select incumbents from outside the DS. The dependent territories have traditionally constituted a third, small, grey area, in which the DS and contract officers have both filled jobs. But if our intention is to build up DT expertise and to make DT work a career cone within the DS, then we ought to be selecting DS officers. That is the basis for our giving DS applicants preference.
4.
Third, PMD would certainly not wish to see para 2(c) of your recommendation go forward with the inclusion of any reference to "transfer into the DS". Any encouragement that this would be done on any basis other than straightforward application through the usual recruitment channels would be unfairly misleading.
