Mr Clay's minute of 28 August to you alerted us to the draft submission you were proposing to put to Ministers on staffing in the Dependent Territories (DT); and Mr Holland has copied to me the revised draft sent to him under cover of Mr Stone's minute of 28 August.

It is unfortunate that PPD was not involved in this exercise at an earlier stage. On the policy side, we are responsible for issues relating to the structure of the Service, on which some of your recommendations, notably the possibility that HMOCS officers might transfer to the DS, would have a significant effect: and, on the recruitment side, we are responsible for the terms and conditions of contract officers, and for the mechanics of transfer into the We should certainly be consulted on such matters; and it is arguable, as Mr Clay suggested in his minute, that we should have taken the lead in this case.

As far as the revised draft submission is concerned, we are content for members of HMOCS and the DS to be considered on their merits and on an equal basis for jobs for which both are qualified in the DTS other than Hong Kong. This would, however, be on the understanding that, if successful, HMOCS would be on contract terms, as are other specialists whom we appoint to fill specific appointments at home and abroad.

I am less happy about part (b) of your recommendation and the Argument in para 12, however, and cannot agree to either as they stand. As Mr Clay has already mentioned, the references to transfer into the DS are at best misleading. Any inward transfers affect the career and promotion prospects of existing DS officers, a sensitive issue both for
