3. The attached reply, agreed with PPD and WIAD, is now
able to confirm our intention to treat HMOCs
applications for posts in other DTS on an equal basis with DS applications and offers the opportunity for permanent inward transfer to the DS on the same basis as home civil servants. It also gently points out that HMOCS have no right to prior consideration.
