DTS: RECRUITMENT FOR POSTS

I was interested to see in the structural review of the FCO (June 1992) that the section on specialist expertise (paras 3.41 to 3.44) covered very neatly the ground we are treading with HKD on recruitment of outsiders for jobs in the DTS. It points out that buying in expertise can supplement the department in areas of specialist work, but that it can remove a vital incentive to train FCO DS staff in specialist areas. It is exactly in line with our own thinking and with our own intentions of training a Cadre within the DS. We may want to deploy it in support of our ideas over the next couple of years. I attach a copy of the relevant section.
