The recommendations, in order of priority, have been personally approved by Mr. E.B. Wiggham, Secretary for the Civil Service. I confirm that we would be prepared to release any officers, if selected.

We understand that any appointments would be on contract terms. In this context we would be prepared to release a successful applicant on no pay leave from Hong Kong. However this arrangement could not extend beyond 30 June 1997.
