1. I am sympathetic with the thrust of Mr Stone's minute of 3 July on what special treatment we should or should not give to Hong Kong HMOCS members.
2. I have no problem with saying that HK HMOCS will be considered alongside DS applicants. However I think it would be inefficient to tie our hands and exclude any possibility of going outside that circle. We have non-DS officers in the DTS whom we would like to keep in the frame for future DT jobs
(Alan Hale, Governor St Helena is an obvious example, and Mark Forrester, Chief Secretary TCI, may well fall into the same category. David Taylor was head-hunted from the private sector). I think that we can say that everyone will be considered in a single trawl. I Ssume that this is administratively much easier for you.
