HMOCS OFFICERS IN PREVIOUS DEPENDENT TERRITORIES
I should be grateful if you could let me know how many HMOCS officers there were at independence in some of the larger previous dependent territories, eg Kenya, Nigeria, Tanzania, Uganda and Zimbabwe.

It would be useful to see how these figures compare with the number of HMOCS officers who we estimate will be in Hong Kong in 1997. It might provide us with good defensive material for the Treasury, who are concerned about the large number of officers involved and consequently the costs of our package.
