1. The Permanent Under Secretary of State Sir David Gilmour wrote to Mr Patten on 4 August 1992 about this. I attach a copy of his letter for ease of reference. I should now like to clear with you the line we intend to take on this issue in our continuing discussions with the HMOCS Association. (As Mr Cox discussed with Mr Harbinson, the letter from Mr Tunstall to Mr Waters should be regarded as being for CSB's information only).

I attach a note of the line we propose to take. As you will see, para 3 reiterates the points make by Sir David. Together with our commitment to circulate details of forthcoming vacancies to HMOCS officers in Hong Kong, we believe that these should prove welcome to the HMOCS Association.
