expatriate officers. The commonly accepted meaning of "expatriate" is "a resident in a foreign country" or a person who has gone from his own country to serve in another territory. In 1961 the Hong Kong Government issued a new definition of expatriate status. A candidate for a particular post could claim expatriate status if he satisfied the Public Service Commission that he was not habitually resident in Hong Kong, Macau, China or Taiwan. In order to establish such a claim, the candidate would have to show that his principal family and social ties and general background were in an overseas country and his engagement represented a material degree of dislocation or uprooting from the environment to which he naturally belonged. All these officers were born and educated in the UK and went to Hong Kong to work. I therefore think that we should allow them to be enrolled with the rights and privileges of HMOCS membership and attach draft telegrams for your approval. (I will not be able to send approval for Mr Ball's application until he has passed a medical examination).
