1. I attach a draft of a statement which could be made on behalf of the Secretary of State notifying the end of eligibility to become a member of HMOCS so far as Hong Kong is concerned. This does not preclude officers in other territories becoming eligible, but I doubt whether we appoint people elsewhere on p and p terms.

2. It will, no doubt, require a submission but if we are to place a tight limit on the members of the Judiciary, the sooner we can make an announcement the better. I would repcat my caution about considering an unusual provision to abandon pensionable service as one of the factors in a Compensation Scheme unless adequate warning is given to those who are still entitled to opt and about the undesirability of discriminating against later opters if earlier opters can count bought-back service as pensionable and relevant for compensation.

3. I have also looked at my notes on HMOCS membership of the members of the Judiciary. The position is as follows (though the figures for the magistracy are one out). I have based them on the list attached to Mr Suttill's letter of 12th May to Ms Coglin and the FCO list of HMOCS officers There are some applications in the pipeline.
