Hong Kong HMOCS Issues: Judicial Officers

The Secretary of State was grateful for your submission of 30 June. He does not think it sensible to extend the HMOCS when we are having such difficulty with their pensions, unless we have to.

It is not entirely clear from your submission what would happen if we did not extend the deadline from 1985 to 1992. Would there be a judicial review? Nor is it clear whether the judiciary can in all honesty say that they did not know of the change of rules or whether we simply cannot prove that they knew. The Secretary of State would be grateful for advice.
