A great deal of concern has been expressed
by judicial officers since the date of 28 March 1985 was made known to them. I would be grateful for reassurance from FCO that that date does not apply to judicial officers and that the earliest date that any restriction of this nature can apply would be 15 April 1992 which is the date of the communication from Secretary for the Civil Service to me concerning such a restriction.
Naturally, this extends the catchment area for membership of HMOCS and in order for FCO to ascertain the extent of the increase, I attach a list of pending applications for transfer to the permanent and pensionable establishment and a Judiciary Staff List from which potential applicants can be ascertained.
For your ease of reference, I also enclose correspondence concerning His Honour Judge Britton and Mr. Meredith.
I look forward to hearing from you at your earliest convenience so that I can restore to expatriate judicial officers a little of the confidence that they have lost by this surprise announcement.
