Enrolment in HMOCS
I am led to understand that the Minister of
State at the FCO with special responsibility for Hong Kong will be visiting Hong Kong next week.

As you are aware, enrolment of expatriate judicial officers in HMOCS appears now to be a subject of controversy.
3.
in the light of the discussions that I had with Mr. Cox and Mr. Fish, in which a cut-off date of 30 June 1992 was mentioned, some very speedy decisions have to be made by someone in authority.

Perhaps I should inform you that the current developments have caused a great deal of consternation amongst expatriate judicial officers who assumed that they had decisions to take in the long term and now find that they have to take them in the extremely short term.

Is this not a matter. that can be raised directly with the Minister of State, on his visit? I am prepared to do it if I am given the advantage of a short interview or, alternatively, I am content if it is done on our behalf by S.C.S. if he is seeing the Minister of State and the time table is otherwise extremely full.
