Her Majesty's Overseas Civil Service

An officer is eligible for membership of Her Majesty's Overseas Civil Service if (a) on 1st October 1954 he was member of one of the Services listed in the schedule to the Overseas Civil Service Special Regulations or (b) he is an overseas officer who was originally recruited to or has subsequently been appointed to an established office on pensionable terms and was either selected for appointment by or with the approval of the Secretary of State for Foreign and Commonwealth Affairs, recruited by the Crown Agents, or otherwise recruited to a post for which the Foreign and Commonwealth Office or the Ministry of Overseas Development or the Crown Agents is a normal channel of recruitment.

Overseas officers are not necessarily entitled to membership. Application for enrolment may be made through the Secretary for the Civil Service.

Revision of terms of appointment or transfer

Local officers serving on agreement, who were below the age of 45 (or 50 in respect of those officers opting for or covered by the New Pension Scheme) on first appointment, may apply to the appropriate authorities for approving substantive appointments (see CSR 103) for transfer to the permanent establishment at any time during their agreement.

Overseas officers serving on agreement or on temporary transfer from the British Civil Service may apply to the Secretary for the Civil Service for transfer to the permanent establishment if

(a)

they were appointed or offered appointment on or before 28 March 1985;

(b)

they were below the age of 45 (or 50 in respect of those officers opting for the New Pension Scheme on transfer) on first appointment; and

their applications are received before the end of their current agreements (i.e. agreements commenced on or before 28 March 1985) or before 30 June 1992, whichever is the later.

If the applicant is an overseas officer, it must be established in accordance with the localisation policy that a suitable local candidate is not likely to be available within the next five years or so. If the officer is a temporary transferee from the British Civil Service, his transfer to permanent terms is additionally subject to the agreement of his Home Department.
