total was 300 or so. I therefore do not expect particular

difficulties with the Treasury. Although there are some 35 or so contract judicial officers who could apply to transfer

and become HMOCS officers, Hong Kong have informed us that

so far only 6 have in fact applied. The total number of

judicial officers transferring may therefore be

substantially less than 35.

5. If the Secretary of State agreed with this approach, the next step would be to issue a statement along the lines

of that attached to my submission of 10 July. Given that

time has moved on, we consider that the judges should now be

given until 1 October 1992 to put in an application for

transfer to pensionable establishment and hence apply for

HMOCS membership. I submit a fresh draft.
