Early decisions are needed on arrangements for members of Her

Majesty's Overseas Civil Service (HMOCS) serving in Hong Kong at

the transfer of sovereignty in 1997. I should like to consider

briefly at our meeting on 18 November the principles involved.

Her Majesty's Overseas Civil Service (HMOCS) was established in 1954 by the Secretary of State for the Colonies. Its members comprise expatriate appointees to pensionable offices in the
