Thank you for your letter of 18 November. I Know that the Secretary of OSPA has also written to Michael Cartland of the HMOCS Association and Michael Waters of our Civil Service Branch in similar terms.
As you know, it has been the normal practice in other territories for HMG to consult representatives of the HMOCS officers serving in those territories about compensation packages and sterling guarantee arrangements. In the case of Hong Kong, this is being done through the HK HMOCS Association.
That said, we do recognise that OSPA has both a wealth of experience and a legitimate interest in these arrangements insofar as they might affect serving pensioners. In the case of SPOS revisions, we accept that OSPA has a legitimate expectation to be consulted by HMG and we shall be making this point to the FCO/ODA accordingly. In addition, I have asked Michael Waters to continue to keep the Secretary of OSPA informed of developments from our end.
