10 December 1992.

Peas Mike,

HMOCS Arrangements

rather

Thank you for your letter of 8 December 1992 from which I understand that HMG has now agreed in principle that there will be a sterling pension safeguard and a traditional compensation scheme, Chan an incentive scheme. Moreover the arrangements will accommodate a right =0 retirement with earned pension, ま right which may be exercised at or before the termination of British sovereignty.

Whilst this clearly represents significant progress since the first round Of consultations in May, much depends on the details of the proposals. It is good to

to know, however, that the intention is to hold the next round of consultations in the near future. I would have to say in this connection that we were earlier led to believe that such consultations would be held in the

then in September and

summer,

Mr M JC Waters,

Civil Service Branch,
