REMAINING POLICY ISSUES ON OFFICERS TRANSFERRING FROM

CONTRACT TO PENSIONABLE SERVICE AND TO HMOCS STATUS

Problem

1.

A number of issues need to be resolved about contract

officers who have recently transferred or will soon transfer

to (pensionable and) HMOCS status.

Recommendation

2. I recommend that we should:

(a) take a pragmatic view of bought back service and not try to discount it in any compensation scheme;

(b) set 28 February 1993 as the final date for officers

actually to apply for membership of HMOCS;

(c) set 30 April 1993 as the final date for officers to commit to buy back service; and to require them to have bought back their service before the appointed day for HMG's compensation scheme;
