HONG KONG HMOCS: SECRETARY OF STATE'S BRIEFING

1. We spoke about the briefing meeting which the Secretary of State will hold at 1100 tomorrow, to prepare for his discussion with the Chief Secretary on

Hong Kong HMOCS.

2. I explained that this coincided with a meeting called by the Chief Clerk to brief AUS's on the outcome of the PES round. The Chief Clerk is particularly anxious that all AUS's who can possibly attend should do so. agreed that in these circumstances it would be acceptable for Mr Ricketts to attend the Secretary of State's briefing meeting, while I go to the Chief Clerk's meeting. Mr Ricketts has in any case been more closely involved than I have in the negotiations with the Treasury on the horrendously complicated subject of HMOCs. He will also be accompanied by the ODA Under-Secretary directly responsible for Pensions questions.

If however there was any likelihood that the Secretary of State would want to use the meeting for a more general discussion of Hong Kong strategy, I would definitely want to be present. I should be most grateful if I could be alerted in that eventuality. I shall be at the PUS's morning meeting from 1030 tomorrow, and thereafter can be contacted via the Chief Clerk's office in the main building on extension 210 2151.
